Build Your Frequency Plan Before the Chaos Hits—Not During It

Let's be honest about something: most people who own a programmed radio haven't given much thought to why their channels are organized the way they are. They followed a YouTube tutorial, loaded up some local repeaters, maybe threw in a NOAA weather frequency, and called it done. And for casual use, that's fine.

But if you're serious about being prepared—whether you're a licensed ham, a prepper building a neighborhood net, or just someone who wants their family to stay connected when cell towers go dark—a random assortment of frequencies isn't a plan. It's just a list.

A real frequency plan is a decision-making framework you build when you're calm, so it works when you're not.

Start With Layers, Not Just a List

The most useful way to think about channel organization isn't alphabetical, and it's not by frequency band either. Think in operational layers—groups of channels that serve distinct purposes in distinct situations.

Here's a simple three-layer model that works well for most users:

Layer 1: Everyday monitoring. These are the frequencies you leave your radio scanning on a normal day. Local repeaters, NOAA weather broadcasts, maybe a simplex calling frequency. Nothing exotic here—just the channels that keep you passively aware of what's happening around you.

Layer 2: Coordinated communication. This is where your primary repeaters live, along with any nets you actively participate in—ARES/RACES emergency nets, local club nets, and family or group simplex channels. These are the frequencies you'll reach for first when something actually happens.

Layer 3: Contingency channels. These are your backups for when Layer 2 fails. Secondary repeaters in adjacent areas, regional emergency frequencies, national simplex calling channels like 146.520 MHz (the standard FM simplex calling frequency for 2-meter), and any interoperability channels your local emergency management uses.

Once you've thought through which frequencies belong in each layer, you can start arranging your radio's memory banks to reflect that logic.

Zone Your Radio Like You Zone Your Life

Most modern handhelds and mobile rigs support some form of channel grouping—whether it's named zones, banks, or groups depending on the manufacturer. Use them. Seriously.

A common setup for a prepared ham or GMRS user might look something like this:

This isn't a rigid prescription—your geography, license class, and specific use case will shape it differently. A rural user in Montana needs different regional coverage than someone in the suburbs of Atlanta. The point is that the structure should be deliberate.

The Family Coordination Problem Nobody Talks About

Here's a scenario worth thinking through: it's a major storm, your cell service is gone, and your spouse is across town with the kids while you're at home. You both have radios. Which channel do you go to?

If you haven't had that conversation in advance and written it down somewhere accessible, you might spend a critical hour scanning through channels hoping to catch each other. That's a solvable problem—but only if you solve it before the storm hits.

For family or small-group coordination, designate a primary channel and at least one backup channel, and make sure everyone knows both by heart (or has them written on a card in their go-bag). If you're using GMRS radios, channels 1–7 with CTCSS tones work well for family use. If you're licensed hams, a local simplex frequency that doesn't depend on repeater infrastructure is often your most reliable option when things get bad.

Also worth noting: don't just pick channels that work for your radio. Think about what devices your whole group is actually carrying. A mix of ham handhelds and bubble-pack FRS radios in the same family requires channels that bridge those worlds—which usually means GMRS frequencies everyone can access.

Documenting Your Plan (and Actually Being Able to Find It)

A frequency plan that only exists in your radio's memory is fragile. Radios get lost, batteries die, factory resets happen. Print your channel plan. Laminate it if you want to be serious about it. Keep a copy in your go-bag, one at home, and maybe one in your vehicle.

Some people also create a quick-reference card—a simplified version with just the top 5–6 channels they'd reach for in a real emergency—that lives right next to their radio. When adrenaline is high, simpler is better.

Stress-Testing Your Plan Before You Need It

Building the plan is step one. Step two is actually using it before an emergency forces you to. Participate in your local ARES or RACES nets. Run a family radio drill on a weekend afternoon. Practice switching zones quickly. See if your backup repeaters actually work from your location.

This isn't paranoia—it's the same logic behind fire drills. You practice the routine so that when the real thing happens, your hands know what to do even when your brain is scrambling.

A lot of radio operators discover gaps in their plan during drills: a repeater that doesn't have great coverage from their home, a tone that's programmed wrong, a family member who forgot which channel to use. Better to find that out on a Sunday afternoon than during a wildfire evacuation.

Good channel management isn't about having the most frequencies programmed into your radio. It's about having the right frequencies organized in a way that makes sense under pressure. Layer your channels by function, zone them logically, coordinate with the people you'll actually be communicating with, and document everything somewhere it can survive the chaos.

The radios are only as useful as the plan behind them. Build that plan now, while you have the luxury of time and clear thinking—because when you actually need it, you won't have either.
